摘 要:以"二次现代化"为理论基础,将农村水利现代化研究过程置于国家经济的现代化进程中,通过分析世界水利现代化的历史进程,探讨湖北省农村水利现代化的内涵、规律和特征,建立评价指标体系,以定量分析为主,对湖北省一次、二次农村水利现代化的水平开展实证研究.研究结果表明:湖北省农村水利一次现代化指数(75.0)高于全国平均水平(70.9),省内各地市差距不大,最大差幅29.7%,在湖北省17个市(区、州)中,有14个市(区、州)相差小于15%.湖北省农村水利二次现代化指数(41.3)高于全国平均水平(32.9),省内各地市差距不大,最大差幅26.8%,在湖北省17个市(区、州)中,有15个市(区、州)相差小于10%.Based on the theory of the second modernization, this paper explores the connotation, regularity and characteristics of the rural water conservancy modernization by history analysis of the water conservan- cy modernization process worldwide. This paper builds the index system of rural water conservancy modernization, adopts the method of quantitative analysis, and carries out the empirical study on the first rural water conservancy modernization and the second rural water conservancy modernization in Hubei province. The research results indicate that the average index of the first rural water conservancy moderni- zation in Hubei province is higher than the national average; the largest relative difference of index is 29.7%; there are 14 cities of which the index difference are less than 15% in 17 cities of Hubei province. The research results also indicate that the average index of the second rural water conservancy modernization in Hubei province is higher than the national average; and the largest relative difference Of index is 26.8%,but there are 15 cities of which the index difference are less than 10% in 17 cities of Hubei province.
