摘  要:根据电改"9号文"的规定,未来电网公司将按照政府核定的输配电价收取过网费。设备的利用率将决定未来电网公司的收入,成为电网规划经济性评估的主要因素。为此,提出一种考虑安全约束的未来输电网利用率评估方法,在基于蒙特卡罗仿真的概率潮流计算过程中,引入考虑安全约束的发电调度算法,通过对未来输电网运行状态的大量仿真,计算输电设备的利用率指标。利用IEEE RTS 24节点系统对本文提出的方法进行验证,并定量分析了安全约束发电调度对输电网利用率的影响。仿真结果表明,所提方法使调度安排更加合理,无线路过载等故障问题出现,所得利用率指标能真实客观地反映实际系统利用水平。According to the 9th power industry reform document, revenue of electric power companies will come from transmission and distribution tariff approved by government in future. Utilization of power grid equipment will determine income of electric power companies to some extent, and will be a major factor in economic evaluation of transmission planning. A new approach of calculating transmission network utilization considering security constraints is proposed for transmission network planning studies. This approach incorporates security constrained generation dispatch into probabilistic load flow algorithm based on Monte Carlo simulation. It calculates utilization indices based on Monte Carlo simulation on variety of operation conditions. The proposed approach is validated with IEEE RTS 24-bus system. Meanwhile, impact of security constrained generation dispatch on transmission network utilization is quantitatively analyzed. Results show that with this approach generation dispatch becomes more reasonable without failure problems such as line overload occurring. Obtained utilization indices can objectively reflect utilization of actual systems.
