摘　　要：本文通过回顾“九五”期间重点项目“震情监视和应急指挥系统”建设的实践，就“十 五”项目建设中可能遇到、值得注意的几个问题谈几点认识。认为在技术系统设计中， 基础设施建设要有前瞻性，在实施过程中，要时刻关注并采用最新科技成果，同时要注 意适用性。前期要开展的网络布线最好采用主干光纤的方案，以满足宽带高速网络的 应用。在对外合作时，要切实做到以我为主，主动地参与、共同开发，既要从中学习，又 要检查、督促合作开发的进程，当好“监理”；同时要随时帮助合作伙伴解决开发中所遇 到的困难和问题。要特别注意人才的培养，尤其是青年科技人才的培养。In this paper, it retrospect the construction practice of "the system of earthquake monitoring and emer- gency commanding". It talked the several problems met during "Ninth Five Years".We recognized that in the design of technic system and the construction of basic establishment have premonition, in the practice process we should care using the network wiring is best to use the fiber optics cable as to satisfy the use of wide band and high speed network. When cooperation with other countries, we should be main role and attend to develop- ing. At the same time, we should check the developing process. We also should help collaborators to solve diffi- culties and problems. And we should care to cultivate persons, especially youthful persons.
