摘　　要：解决生态环境保护与矿产资源勘查开发的矛盾,关键在于科学的管理方式。市场经济条件下,矿业权的管理已逐步成为矿产资源管理的核心,必然承担着生态环境保护的义务和责任,承担着生态环境保护的管控作用。矿业权设置是矿产资源勘查开发的起点,宏观上可以对矿产资源勘查开发进行供给侧调控,而对矿业权的过程管理则可作为边生产边治理、控制环境问题发生的重要抓手。This paper points out that the key to solve the contradiction between ecological environment protection and mineral resources exploration and development is scientifc managing methods. Under the market economy condition, the management of mining rights has gradually become the core of the mineral resources management. Therefore, mining management takes an inevitable obligations and responsibilities for protecting ecological environment, and plays a necessary control role for protecting ecological environment. The establishment of mining right is the starting point of mineral resources exploration and development, which can regulate and control the supply-side on a macro-scale. The process management of mining rights can be regarded as an important method for controlling the environment problems, simultaneous production and treatment.
