摘　　要：政府管理制度是上海建设全球科创中心制度系统中的重要组成部分。从法律制度、财政制度、产业政策三个维度指出政府管理制度在上海全球科创中心建设中存在的问题,包括立法存在滞后,财政支出结构不够合理,产业结构尚需进一步优化;并从政府管理制度创新的角度,提出包括颁布专门促进科技进步的法律法规,优化财政支出结构,促进新兴产业和传统产业的耦合发展等建议。Governmental administration system is an important part of the institutional system in Shanghai international science and technical innovation center construction.From the dimension of legal system,fiscal policy,industrial policy,there exist some problems about it,including the lagging of legislation,the unreasonable of fiscal expenditure and industrial structure.In the view of Innovation in governmental administration system,the government should formulate the relevant laws and regulations to promote the progress in science and technology,optimize the structure of fiscal expenditure,and promote the joint of new industries and traditional industries.
