摘　　要：着眼于全面治理社会主义社会这样一个全新社会,十八大以来党中央创造性地把"完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化"作为全面深化改革总目标。习近平指出,国家治理体系和治理能力是一个国家制度和制度执行能力的集中体现,二者是一个有机整体,相辅相成;我们的国家治理体系和治理能力总体上是适应我国国情和发展要求的,但并没达到更加成熟更加定型的要求。推进国家治理体系和治理能力现代化,体现了党中央治国理政的新视野新理念新战略。Eyeing on the comprehensive governance of the socialist society, a brand - new society, the CPC Cen-tral Committee has creatively brought forward ＂perfecting and developing the system of socialism with Chinese characteristics, and promoting the modernization of state governance system and governance capacity ＂ as the general goal of comprehensively deepening reform since the Eighteenth National Congress of the CPC. As Xi Jin-ping points out, state governance system and governance capacity are concentrated embodiment of the institutions and institutional implementation capacity of a country, being an organic whole and supporting each other. The state governance system and governance capacity of our country are generally adapted to the national conditions and development requirements of our country, but have not reached a higher level of maturation and pattern sta-bility. Promoting the modernization of state governance system and governance capacity embodies the new vision, new idea and new strategy of the CPC Central Committee in governing the country.
