摘　　要：随着计算机技术与数据分析技术的迅猛发展,大数据作为数据资源与信息资本对公共管理创新产生重大影响,精准化的公共管理模式应运而生。大数据技术为提升公共管理的科学决策水平、服务能力、满足民众个性化需求以及提升社会风险管理能力提供了机遇,但也面临着大数据意识缺乏、信息安全、信息孤岛、人才匮乏等一系列挑战。应树立大数据思维意识,建构以大数据为中心,以政府为主导,企业、社会组织、普通民众等主体协同合作进行精准化管理的新模式。Along with the rapid development of computer technology and data analysis technology, big data as data resources and information capital has a significant impact on the innovation of public administration. The mode of precise public administration springs up. The technology of big data has provided good opportunities for elevating the level of scientific decision - making, capacity in service, customization, ability in the management of social risks in public administration. Meanwhile,the age of big data poses such threats as lack of awareness of big data, information security, information silo, inadequate supply of talents. We should cultivate the mindset of big data, and establish a new mode of precise public administration featuring big - data - orientation, and the concerted efforts of enterprisesj social organizations and ordinary people under the leadership of government.
