摘　　要：目的对北京市朝阳区利用公共卫生大数据，开展突发公共事件卫生应急处置实践进行回顾分析，找出经验和不足。方法从卫生应急职责定位人手，采用文献研究法、系统分析法和专家访谈法。结果基于居民电子病历数据库，依托卫生专网传输建成的朝阳区数字化卫生应急体系，能够满足辖区传染病监测预警需求，并开展了应急指挥调度、数字化应急预案等方面的实践。结论将大数据用于卫生应急处置的四个关键环节，能够实现早期预警、信息快速传递和效果时时评估等，但对于大数据的挖掘还有很多可做，例如：融入疾病复合危险因素开展防病工作、精准化健康促进等。Objective Abstrict Based on the data of health emergency management of Chaoyang District, Beijing, informatized data of the Ministry of Health, and relevant literatures about the utilization of big data at home and abroad, the practice of health emergency management was analyzed. A system of epidemiological investigation has been esttablished. 4.88 million pieces of inform entered the cloud platform. A digitalized health emergency response protocol was developed. A quantitative evaluation system had been designed. Practice showed that these systems are feasible, visualized, and effective, however, they are still to be intellectualized.
