新常态下区域发展中的地方政府间关系探析

摘　　要："新常态"是新时期治国理政新理念的基本依据之一。与经济新常态结伴同行的"政治新常态",是推动区域发展、完善政府间关系的关键作用点。从理论和实践两个层面研究区域发展中地方政府间关系的发展样态问题,深化地方政府间关系的治理变革,推动政府职能转变,构建新型伙伴关系、互利合作机制等,实现地方政府间关系发展的协同戮力善治格局,是顺应时代发展新变化的必然要求。＂The New Normal＂is one of the bases of the new concepts of state governance in the new era.The＂political new normal＂,in company with the economic new normal,is the critical point of action for promoting regional development and improving intergovernmental relations.It is an inevitable requirement to study the development pattern of regional intergovernmental relations in regional development from both theoretical and practical levels.It is necessary compliance with the new changes in the advance of the times to deepen the governance reform of the regional intergovernmental relations,to promote the transformation of governmental functions,to build a new type of partnership and a mutually beneficial cooperation mechanism and to achieve a collaborative and good governing pattern in the development of regional intergovernmental relations.
