全民健身公共体育资源配置效率测度及影响因素分析

摘　　要：运用Malmquist指数法对2009—2011年我国31个省市的全民健身公共体育资源配置效率进行了测量,并利用基于面板数据的随机效应模型对影响效率变化的因素进行了分析。测度结果表明,全民健身公共体育资源配置效率的排序依次为东部地区>西部地区>中部地区。资源配置效率的提高主要是基于技术效率和规模效率的提高,而技术进步水平的略微下降表明,现阶段公共体育资源配置主要是基于资源要素投入量的增加,在配置的方法、方式及结构方面亟需进一步优化,以避免仅依靠投入量的增加来提高产出。从影响因素来看,群众体育事业费在体育事业费中的结构、居民体育意识、群众体育组织数对效率提高具有显著的正效应;区域经济水平、居民收入水平、居民消费水平对效率的影响并不显著。居民体育意识对技术效率和技术进步水平的提高具有显著效应,教育水平对技术进步水平的提高有显著效应。Using Malmquist Index, this paper measures the national public physical fitness resource allocation efficiency of Chinag 31 provinces from 2009 to 2011, and analyzes the factors affecting the changes in efficiency using random effects panel based on data model. Measure results show that the public sports fitness sorting efficiency of resource allocation were East- ern Region 〉 Western Region 〉 Central Region. Allocative efficiency of resources of public sports fitness is based mainly on improving technical efficiency and scale efficiency. A slight decline of technological advances indicates that public sports stage resource configuration is mainly based on the amount of factor inputs of resources the increase in the configuration meth- od, manner and structural aspects need further optimization to avoid relying only increase the amount of investment to promote efficiency. From the impact of factors, the public sports fitness resource allocation structure, the residents^sports conscious- ness, and the mass Sports several national organizations have a significant positive effect on improving the resource allocation efficiency fitness sport. The regional economic level, the residents＇ income level and the household consumption level have little impact on the efficiency. Residents＇ sports consciousness has a significant effect to on technical efficiency and technical progress level. The education level has a significant effect on the technical progress level.
