非正常上访问题研究——以河北省宽城满族自治县为例

摘　　要：目前,河北省非正常上访现象大量存在,部分上访人员行为过激,利益不易协调,上访人信"访"不信法。我们以承德宽城满族自治县为例,分析了非正常上访的现状:非正常上访数量居高不下;敏感节点非正常访成为一道"风景";重复访、非正常访问题越来越多;过激行为非正常访不断出现;专业谋财访乱象重生。防治非正常上访问题,必须多措并举、多管齐下,在立法层面,完善法律法规,治理非正常上访有法可依;在制度层面,健全配套机制,减少非正常上访数量;在教育层面,强化法制宣传,解决信"访"不信"法"的问题;在网络层面,推进网上信访,做好互联网+信访的文章。At present, there are a number of abnormal letters and calls phenomenon in Hebei Province. Some of visitors behaved aggressively and believed in letters and calls instead of laws. The article analysed the state in example of Kuancheng Manchu Autonomous County in Hebei Province： large numbers of abnormal letters and calls phenomenon; abnormal lettes and calls in sensitive times; more and more abnormal problems; aggresive phenomenon existing and some of them for money. To solve the problems, it should improve laws and regulations, amplify the supporting mechanism, strengthening legal promulgation and impose the online letters and calls.
