摘　　要：随着社会经济发展需要和国家政策的大力支持,智库建设越来越被重视和关注。在智库机构通过科学研究为政府提供咨询服务的过程中,会产生大量的科学数据,这些数据往往因为缺乏技术支持而被忽略进而流失。文章阐述了针对智库研究数据进行监护服务的意义和价值,通过访谈和文献调研等方法,厘清智库服务的流程及其科学数据的生命周期,构建基于智库服务流程的数据监护模型,并从制定智库数据管理计划(DMP)、数据收集、选择与标识、数据存储与保存、数据共享与传播等方面对智库数据监护服务进行系统分析和研究。With the social and economic development needs and national policy support, think tank construction is being paid more and more attention and concern to. In the process of consulting services for the governments provided by think tanks through scientific research, a large number of scientific data will be produced. These data are often neglected and lost because of the lack of technical support. This article expounds the significance and value of data curation oriented to think tanks, clarifies the process of think-tank service and the life cycle of scientific data, then builds a data curation model based on service process. Finally, it analyzes and researches the data monitoring services from the aspects of think-tank data management plan （DMP）, selection and identification, data collection, data storage and preservation, data sharing and communication of think-tank.
