非政府组织参与社区养老服务的空间与操作分析

摘　　要：现代社会,老年人的养老意愿日益呈现多样化、复合化的趋势,在基本的生理需求之上,增加了更多的情感和精神要素。目前,由于我国社会保障的局限性和养老产业的不发达,亟须探索出一种适合当前形势的新的养老服务模式。而非政府组织由于自身所具备的一些社会资源优势,其参与社区养老服务具有一定的可操作性和发展空间。非政府组织具有在基层社区提供养老服务的理论空间、政策空间和实践空间,但目前来看在具体操作中仍需妥善设计、稳步推进,并应对服务活动全过程进行有效的评估与激励,以确保社区养老服务的顺利开展。In modern society,there is a various and complex tendency of aged care will of the aged population. Besides basic physiological needs, they have more emotional and spiritual needs. Now, the social security is limited, and the aged care industry is undeveloped in China. So, the mode of aged care service should be probed to adapt to new situation. It will be a positive and beneficial solution that non-governmental organization utilizes own advantages to participate in community aged care service. There are theoretical space, policy space and practical space for non-governmental organization to provide aged care service in grassroots community. But the operation should be designed carefully and carried out steadily in order to gain real expected result and effectiveness, the total process should be evaluated and motivated effectively.
