全面建设小康社会背景下农村社会资本的重构

摘　　要：集体行动的难以达成,以及缺乏足够权威的领导,是当今许多农村陷入贫困的重要动因。社会资本作为一种以信任、互惠为基础的嵌入在人际关系网络中的道德资源,可以有效克服集体行动的困境,提升成员合作水平,是社会发展不可或缺的工具,是制度得以有效运转的关键。现代化进程中,中国农村原有的以血缘、地缘为基础的传统社会资本被打破,但以契约、法治为核心的现代社会资本尚未建立,道德规范的弱化、信仰的缺失、价值观的迷茫更进一步加大了社会的不确定性,现代中国大部分农村已经进入"高风险社会"。因此,要以实现农民的基本国民权利作为拓展新型社会资本的基础,以农民结社搭建现代社会资本的载体,以培育新型权威作为社会资本转换的纽带,方能实现农村社会资本的重构。Deficiency of benevolent leader and difficulty of collective action are the main reasons for the most of poor rural areas.As a moral resource embedded in the social network,social capital can overcome the collective action dilemma and improve the level of team cooperation.So,social capital is an indispensable tool for the social development and a key for the effective system work.In the modernization process,with the government interference and market erosion,traditional social capital based on the consanguinity and geopolitics has been broken,but the modern social capital based on the law and contract has not been built.Weaken of the moral rule,deficiency of the religion and bewilderment of the values accelerates the uncertainty of social development,most rural areas have entered into high risk society.In order to reconstruct the social capital,we must realize the peasant＇s fundamental rights taking the basis use the peasants association as the carrier and construct new authority as the tie.
