上海里弄建筑的保护困境与政策研究建议

摘　　要：在调查上海目前现存里弄建筑的过程中,发现里弄建筑保护主要面临两方面困境,具有价值的建筑面临灭失以及保留下来的建筑面临无力更新,其中原因除了政府导向、居民意识、市场博弈,主要还是集中在相关政策的制度与导向。因此本文从政策分析入手,详述造成这两方面困境的政策缺失与制定悖论,包括保护体系及城市管理体系方面的缺失与不足,以及公有房屋产权问题、历史建筑功能置换引导、更新风貌控制等对于里弄更新十分重要的政策措施的制定问题与影响,希望可以就此为上海里弄合理保护更新提供政策上的改进及优化建议。The dilemma of Li-long architecture in Shanghai contains two different aspects： the destruction of the valuable ones, and the inability to renewal of the preserved ones. The relevant policy and guidance is the main factor in addition to the government-orlented, people awareness, and market game. Therefore, this paper states deficiency and paradox of the relevant policies by policy analysis, which include the conservation system, the urban management, the property rights of the public house, the function transfer of the historic architecture, and the guidance of the historic style and features. Finally, the paper proposes research suggestions for the improvement and optimization of the policy, which is related to the conservation and renewal of Li-long architecture in Shanghai.
