摘 要:经济新常态下,以城市更新为重要手段之一的城镇化建设如何稳步前行,如何寻求新的城镇化率健康增长途径是摆在我国城市建设者面前一个不容回避的话题。太原市近年从大批量棚户区改造到大批量城中村改造的健康转型是我国"十二五"到"十三五"时期城市更新较有代表性的"卡尔多改进"实例。首先引入城市更新的"代偿"概念,并分别构建了"十二五"以来太原市大规模以政府主导模式进行的棚户区改造"代偿"模型和进入"十三五"时期后以市场(开发商)主导为模式的城中村改造"代偿"模型,通过分析此两种模型的"代偿性",提出政府主导型城市更新容易导致的问题和城市更新对市场化转型的内生需求。最终基于以上对政府主导型城市更新的"代偿性"论断,紧密结合我国当前的形势和中央制定的第十三个五年规划宏伟蓝图,提出建立城市更新市场化"负面清单"机制的建议,并对未来发展作出展望。Recent years,the Taiyuan's health transition from lots of shantytowns transformation to a mass of villages reconstruction inside the city can be regarded as an representative example of Kaldor efficiency during the twelfth five year to 13 th five year plan.Firstly,this paper introduces the concept of compensation about urban renewal,and establishes the two compensation models of many shantytowns transformation which be led by government and villages reconstruction which be managed by market inside the city of Taiyuan,from the twelfth five year to 13 th five year plan,respectively. Furthermore,to analyze the two models which referd above,and to present any problems which could be generated by the former,as well as the internal demands of which urban renewal request in the marketizing transition. Finally,to put forward the proposal of establishment of the marketization Negative List in the urban renewal,and to make prospect,about which the proposal is not only based on the conclusion of compensation were discussed above,but also combines with our country's current situation and the great 13 th five year plan tightly.
