中国新型城镇化发展与供给侧结构性改革的路径研究

摘　　要："十三五"时期是我国全面建成小康社会的决胜阶段,城镇化是我国经济发展的重要驱动力,是我国经济发展最大的内需潜力和发展动能,是化解即期经济下行压力与推进供给侧结构性改革的重要契合点。本文首先论证了城镇化的生成机制和水平测度标准;在此基础上,重点揭示我国城镇化发展过程的低质、高量及不均衡问题。研究发现,在供给侧结构性改革下,城镇化发展只有加强需求侧管理,稳定经济增长,释放新需求;依靠供给侧的深化改革,有序推进农业转移人口市民化,优化城镇化布局和形态,强化城镇化发展产业支撑,增强城镇可持续发展能力,提升城镇发展品质,创新城镇化发展体制机制,创造新供给,才是中国城镇化从超常规增长向正常增长收敛的路径选择。The 13th Five-Year Plan period is the decisive stage for building a well-off society in an all-round way in China. Urbanization is an important driving force of China＇ s economic development. It is the biggest domestic demand potential and development kinetic energy of China＇ s economic development. It is a way to defuse the down- The important convergence point of structural reform. This paper first demonstrates the mechanism of urbanization and the level of measurement standards; on this basis, focusing on revealing the process of urbanization in China＇ s low-quality, high volume and imbalance. It is found that under the structural reform of supply side, the development of urbanization only strengthens the management of demand side, stabilizes the economic growth arid releases the new demand. On the basis of the deepening reform of the supply side, the urbanization of agriculture is carried out in an orderly way, and the layout and form of urbanization are optimized, Strengthen urbanization and development of industrial support, and enhance the capacity of sustainable development of cities and towns to enhance the quality of urban development, innovation and urbanization development of institutional mechanisms to create new supply, is China＇ s urbanization from the extraordinary growth to normal growth path of convergence choice.
