摘　　要：首先回顾城乡关系演进的理论和历史经验,提出城乡关系是一个历史范畴,具有阶段性特征,在"城乡统筹"的基础上转向推进"城乡一体化发展"的前提务件是经济和城镇化发展水平很高;同时,城乡一体化的目的不是要"化掉"农村,而是要确保使农村对称于城镇的主体地位和发挥多方面的功能先发地区的城乡二元发展已经面临走向城乡一体化的现实诉求和政策选择以苏州城乡一体化实践为例,讨论其政策目标和成效、运作机制的创新,以及各县级市(区)在其各自的城乡一体化实践中所形成的亚模式,进而评析其成功经验与局限性最后基于对城乡关系演进的理性认识。Based on the review of theories and historical experiences on evolving urban-rural relationship, this article argues that the urban-rural development is a historical process with distinct characteristics in different stages. Therefore, chang- ing policy goal from ＂Coordinated Urban-rural Development＂ to ＂Integrated Urban- rural Development＂ would require a comparatively high level of economic develop- ment and urbanization. In the meantime, rather than dissolving rural areas on the way to an integrated urban-rural relationship, we argue that the diverse functions of rural areas should be promoted such that rural China would be just as impor- tant as urban areas. The developed areas in China are now confronted with the is- sue of how dual urban-rural development system should be integrated into a uni- tary one. Taking Suzhou as a case study, this article elaborates on the policy goal, accomplishments, institutional innovations, and the sub-models of integrated urban-rural development in county-level cities and districts of Suzhou Municipali- ty. Discussions on the successful experience and limitations of Suzhou practice are also provided. Based on the empirical findings and theoretical contemplations, the authors then offer further insights into advanced urban-rural development in China＇s developed regions and corresponding planning strategies towards integrated urban-rural development.
