城市规划评价的类型与基本范畴:文献评述及相关思考

摘　　要：城市规划评价是规划实践中不可或缺的部分,也是规划学术研究的重要方向之一,但目前时其类型与范畴的相关讨论尚不够充分,需要进一步时其进行探明首先,对"规划"和"评价"两个概念的定义进行了探讨,指出了两音的密切关联:其次,从评价时机、评价内容、评价方法、评价视角和研究维度等五个方面,对国内外有关规划评价分类的文献进行了评述;然后,在"规划理论"经典分类的启发下,尝试提出城市规划评价应包括"规划中的评价"(evaluation in planning)和"对规划的评价"(evaluation of pla nning)这两个基本范畴,并对两者的差异及其涵盖的评价类型进行了辨析;最后,时这两个基本范畴所体现出的科学实证精神及本土人文哲学内涵,进行了探索性的思考。Planning evaluation is an indispensable part of planning practice and also an important direction of planning research. However, discussion on the type and issues of evaluation is lacking and the gap needs to addressed. First, this pa- per conceptualizes ＂planning＂ and ＂evaluation＂, and points out the close relation between the two. Secondly, it reviews worldwide literature on planning evaluation in terms of time frame, content, methods, evaluation perspectives and research di- mensions. Based on an understanding of ＂planning theory＂, this article proposes two basic categories of planning evaluation, namely ＂evaluation in planning＂ and ＂evaluation of planning＂. The differences between the two domains are also ana- lyzed. At the end, this paper discusses a few issues related to positivism and lo- cal values embodied in the two basic categories of evaluation.
