摘　　要：高校考试招生制度改革的重点是测试考核环节,对人才的科学评价是公平选拔新生的基础和关键。本文以高校入学选拔测试考核专家的行为选择为研究对象,运用经济分析方法和博弈论等工具,以定量分析方式,对专家和专家组测试行为进行分析讨论,发现专家组测试既有合作互补的优势,也可能由于外部性和"搭便车"现象而影响评价质量。在测试考核机制设计和考核活动组织时可以综合考虑测试专家行为选择的影响因素,以提高测试考核质量。Test is the key point of College enrollment system reform of examination, the scientific evaluation of applicant for admission is the basis and key step to a College for the fair selection. In this paper, taking the behavior choice of experts as the research object, by utilizing the method of economic analysis and game theory, the author analyzed expert＇s and expert group＇s behavior during test and found that there will be both complementary advantages of cooperation in experts group as well as the externality and ＂free rider＂ phenomenon that might affect the quality of evaluation. To improve the quality of test evaluation, the influential factors of expert behavior choice should be Considered in evaluation mechanism design and test activities.
