人民治理黄河70年黄河流域防凌效益分析

摘　　要：黄河流域地形和地貌相差悬殊,径流量变幅较大,极易在弯曲、狭窄段卡冰结坝,壅高水位,造成凌汛灾害。人民治理黄河70年来,黄河治理开发保护与管理取得了巨大的成就,黄河凌汛治理与保护效果显著,并取得了巨大的经济效益。在采用人民治理黄河50 a防凌效益研究成果的基础上,通过水利工程建设前后洪水泥沙的对比,并考虑下泄流量变化,对黄河下游近20 a防凌效益进行分析。通过防凌直接效益和间接效益的估算,计算出黄河流域近20 a防凌效益,并估算人民治理黄河70年黄河防凌效益为1 608.58亿元。Since the topography and landforms in the Yellow River basin are greatly different and the variation range of runoff is greater,it is very easy to block flowing ice,form a dam,raise water level and cause ice flood disaster at the curved and narrow sections. Since harnessing the Yellow River by the people for 70 years,the Yellow River development protection and management has made great achievements in the Yellow River flood control and protection effectively,and achieved tremendous economic benefits. Based on the previous 50 years of Yellow River ice flood control benefit research results,through the change of flood sediment before and after the construction of water conservancy projects and considering the discharge changes in the lower reaches of the Yellow River flood benefit was analyzed in recent 20 years. By estimating its direct and indirect economic benefit,it obtains the ice flood control benefits of the Yellow River basin in recent 20 years and the ice flood control benefits of 70 years since harnessed by the people is 160.858 billion yuan.
