摘  要:《地质灾害防治条例》对地质灾害隐患根据人员伤亡、经济损失的大小进行分级,是灾害发生事后分级的一种方法,不利于预防和控制地质灾害的发生。结合黄河上游水电工程地质灾害隐患排查工作,提出对水电工程地质灾害发生前进行分级的方法,综合了失事危害程度和失事风险水平两个因素,将水电工程地质灾害隐患分为四级进行管理。其目的是指导水电工程地质灾害隐患排查和防治工作,对隐患点按照轻重缓急,分别采取不同措施加以应对:对灾害隐患突出、工程治理条件较好的隐患点,可分期实施工程治理;对灾害隐患一般、已逐步趋于稳定的隐患点,采取动态监测为主的防范措施。该方法在黄河上游水电工程地质灾害隐患排查分级和防治工作中得到有效应用。The geological disaster classification of Geological Hazard Prevention and Control Regulations based on the size of the casualties and economic losses is a method of classification after disaster,which is not conducive to the prevention and control of geological disasters.According to the geological hazard investigation work of hydropower project in the upper reaches of the Yellow River,the classification method of geological disaster of the hydropower engineering before it happens was proposed by this paper. According to the two factors of accident damage degree and risk level,hydropower engineering geological disasters were divided into four levels. The purpose was to guide geological disasters hazard investigation and risks prevention of hydropower project and in accordance with the priorities took different measures to deal with the difference of hazard hidden points. For outstanding hidden points with better engineering conditions,implementation of the project could be phased; for general disaster risks with gradually stabilized hidden points,we could take dynamic monitoring as preventive measures.The method was applied in geological disaster hidden danger investigation classification and prevention of hydropower project in the upper reaches of the Yellow River.
