基层党组织学习能力提升的影响因素与对策研究

摘　　要：提升基层党组织的学习能力是建立学习型、服务型、创新型基层党组织的基础,是有效解决当前和未来新问题的重要举措,是基层党组织自身发展的基本要素与条件。影响基层党组织学习能力提升的影响因素很多,主要探讨学习理念不清、学习方式被动与形式化、学习制度不健全等三个方面,进一步探讨推进基层党组织学习能力提升的对策:树立终身学习、学习能力是最核心能力、岗位学习等学习理念;加强党员个人的自主学习方式、改革基层党组织的集中学习方式、关注网络学习方式,并将它们有机结合起来;建立健全学习考核、学习成果转化等相关学习制度。Promoting basic-level Party-organization's learning capability is the foundation the establishment of the learning,service and innovation-oriented basic-level Party-organization,the important measures of effectively addressing current and future new questions,and the basic essential factor for basic-level Party-organization's own development. The paper mainly discusses three influence factors of promoting basic-level Party-organization's learning capability,which are fuzzy learning idea,passive and formal learning way,and unsound learning system. It further researches the countermeasures on promoting basic-level Party-organization's learning capability. Firstly,set up the learning ideas of lifelong learning,learning capability being the core ability,and post learning.Secondly,strengthen the Party members' individual independent learning way,reform basic-level Party-organization's centralism learning way,and underline network learning way. Thirdly,establish some effective learning systems,such as learning assessment and learning achievement transformation.
