摘　　要：水电工程征地移民技术标准是规范建设征地移民安置规划设计技术行为、指导移民安置工作实施、保障水电建设运营的有效手段。研究在回顾水电工程征地移民技术标准编制历程、梳理现行水电工程征地移民技术标准收录情况的基础上,按照水电工程全生命周期的理念,研究建立了水电行业征地移民技术标准体系,分类别、分层级分别在各序列版块提出了技术标准设置思路。The technical standards of land acquisition and resettlement for hydropower projects is an effective means to regularize resettiement design, guide resettlement implementation and ensure hydropower development and operation. In view of the compiling process of resettlement standards for hydropower projects and the collection and analyses of current standards, the standard system of resettlement for hydropower projects is established according to the whole life cycle theory of hydropower engineering, and the ideas for standards setting from category and hierarchical sequence in each section are proposed.
