图书馆法规中平等权利保障思想的政府责任视角——以《广州市公共图书馆条例》为例

摘　　要：保障民众平等利用图书馆的权利是政府的责任。《广州市公共图书馆条例》较为突出地体现了平等权利保障思想,并从公共图书馆的设立、经费保障以及公共图书馆的管理三方面体现出政府在民众平等权利保障中的角色与责任。以政府责任视角明确民众平等权利保障的关键点,应当成为相关法律法规的一项立法理念。It＇s the government＇s responsibility to guarantee the basic rights possessed by people to utilize libraries equally. Regulations on Guangzhou Public Libraries reflects the thought of guaranteeing equal rights and the role and responsibilities of the government in setting up public libraries, fund guarantee and managing public li- braries. It shall become a legislative concept in related laws and regulations to specify the focus of guaranteeing the equal rights of the masses from the perspective of government responsibility. 17 refs.
