摘　　要：民警职级晋升具有延续性、即时性、稳定性和目标性特点,既是公安管理改革的重要内容,也是人民警察职业保障制度的关键一环。处在体制改革过渡期的铁路公安机关,必须对做好这项工作的必要性和紧迫性有清醒、充分的认识。要以公正的原则、明确的态度、严格的程序和科学的方法指导工作细致展开,实现过程公开透明、民警普遍满意,从而完善内部管理、激发队伍活力,为铁路公安工作的持续发展提供内生动力。The police officers＇ promotion is featured as durable, timely and stable. It is an important part of both the police management reform and the police profession guarantee system. The railway police departments, while in the transition period of system reform, must have a clear and full understanding about the police＇s promotion. It should be carried out with strict procedure and scientific method, while publicizing the process and satisfying most police. Consequently, the inner management can be improved and the team vitality can be aroused, which will provide motivation for the sustainable development of railway police.
