欠发达地区农村劳动力非农就业实证分析——以湘西南为例

摘　　要：文章以我国欠发达地区湘西南为实证对象,揭示湘西南区域农村劳动力非农就业现状:非农就业率低,就业结构不平衡,劳动力素质低,技能缺乏,就业职业不稳定等,并从社会保障体系、组织服务机制、非农产业发展、教育投入等方面深刻分析制约湘西南区域农村劳动力非农就业的主要因素,进而提出促进湘西南,乃至欠发达地区农村劳动力非农就业的一些对策与建议,如加强农村人力资源培训,加强劳动力市场建设,大力发展非农产业,加强制度建设等。Taking the south of Xiangxi district as an example, the paper makes an empirical analysis on the less developed district in China and reveals the current status of off-farm employment of rural labor forces in this district, which embodies low off-farm employment, unbalanced employment structure, less educated and skilled labor forces and instable employment career. Based on this, the paper goes further to make a profound study on the main factors of restricting off-farm employment of rural labor forces in the south of Xiangxi district from the perspectives of social security system, organization service system, non-agricultural industries development, educational investment and so on. Finally the paper puts forward some tactics and suggestions to promote off-farm employment of rural labor forces in the south of Xiangxi district and other less developed district, such as enhancing the training of human resources in rural districts, improving the construction of the labor market, energetically developing non-agricultural industries, strengthening the system construction.
