国防军工计量军民深度融合发展探析

摘　　要：军民融合已经上升为国家发展战略,推进军工计量军民深度融合发展是有效应对行业外部形势、加快推进机构自身发展的现实要求。在推进军民融合发展方面,军工计量具有特色技术领先、与装备研制结合紧密、保密机制完善等优势,同时也存在机制不健全、服务意识缺乏等问题。军工计量必须立足自身优势,发挥桥梁和纽带作用,促进军队计量、军工计量、民用计量三者协调发展。同时,完善法规体系,破除体制机制障碍,激发计量技术机构作为市场主体的活力,拓展军工计量融入经济发展的广度和深度,加快形成要素自由流动、信息高度共享、效益充分发挥的军工计量军民深度融合发展格局。Civil-military integration has become the national development strategy. It is the practical requirement of effectively responding to external positions and speeding up development to promote deep Civil-military integration development of national defense science ＆ technology industry metrology. Its ad- vantages include leading special technique, fitting in perfectly with military equipment development and excellent security regimes, and challenges include inadequate mechanism and lack of service conscious- ness. Based on the own advantages, it must play a role of a bridge and link to promote the coordinated de- velopment of military metrology, national defense science ＆ technology industry metrology and national metrology. Meanwhile, it is necessary to perfect laws and regulations system, remove institutional hurdles, energize the market, and speed up to form the pattern of factors freely flowing, information abundant sha- ring and benefits fully developing.
