摘　　要：基于PPP项目控制权归属的现状,研究项目控制权在政府与社会资本之间合理变更的新模式。从经济学和管理学角度解释PPP项目控制权变更的本质,并通过对影响项目控制权变更的因素分析,在制度层面、契约层面和技术层面给出控制权变更的新方法,进一步提出控制权变更新模式。Based on the status quo of PPP project control right,the paper explores the new model of the reasonable change between the government and the social capital.From the perspective of economics and management,explains the nature of the change of PPP project control right.Through the analysis of the factors affecting the change of PPP project control right,gives new methods to the change of control right from system level,contract level and technical level,further puts forward the new mode of control right change.
