开放封闭小区政策的民意调研与执行建议——基于公平与效率角度

摘　　要：针对开放封闭小区政策,对重庆市部分居民进行问卷调查。结合调查结果,从公平与效率两方面研究开放封闭小区对改善城市交通状况、提高社会资源利用率的影响;研究认为,开放封闭小区政策有利于公共资源公平分配、改善社会资源利用率。最后,为开放封闭小区政策的顺利执行,提出相关建议。The paper obtains the information on the open gated community policy from a questionnaire survey of some Chongqing residents.Combining the survey results,analyzes the policy impact on alleviating traffic congestion and enhancing the usage rate of social resources from the point of equity and efficiency.Research shows the open gated community policy can help fairly redistribute the public resources and improve the resources utilization efficiency in fact.Finally,proposes some suggestions on smooth implementation of the policy.
