摘　　要：在国家治理过程中,政策审计具有多重功能,要避免重政策落实审计轻其他环节审计、重微观审计轻宏观把控、重"点上"的审计轻"面上"的审计重具体业务审计轻系统集成审计。因此,需要全面建构政策审计体系,实现真正意义上的审计全覆盖,助推国家治理体系的健全与完善;利用大数据和现代科学方法推动政策审计系统集成,推动国家治理体系的科学化和现代化;通过实现阶段性的过程审计与长效机制的建构并重,推动国家治理能力的不断提升。Policy audit need avoid attaching importance to the policy implementation audit while despising other, paying attention to micro audit while despising macro grasp, thinking highly of ＂point＂ while despising ＂surface＂ of audit, putting emphasis on concrete business while despising system audit in the process of national governance. Therefore, we need to construct the system of policy audit comprehensively to achieve a true sense of full coverage and boost the perfection of national governance system, use big data and scientific methods to promote system integration and modernization of national governance system, and promote the continuous improvement of governance ability through coordination of process audit and constructing of long - term mechanism.
