摘　　要：本文立足人类经济社会活动对地理环境信息应用的需要，分析了地理空间信息处理与服务系统对时空基准建立与维持、地理环境测绘与监测、地理空间信息应用与服务的任务需求，提出了该系统的功能组成、装备结构、技术体制和建设原则与发展思路，旨在实现地理空间信息处理与服务从数字化向信息化、从以产品为中心向以数据为中心、从以生产为主向以服务为主的根本转变，增强地理空间信息处理与应用服务能力。In order to meet the need of human economic and social activities for geographical environment information appli- cation, task demands of the geospatial information processing and service system are analyzed in this paper, including building and maintaining space-time reference, surveying, mapping and monitoring geographical environment, and supplying and applying geospatial information. The function composition, equipment structure, technological regime, construction principle and develop- ment idea are proposed, with the aim of transforming from digitization to informatization, product-centric to data-centric, and pro- duction-centric to service-centric, and enhancing the geospatial information processing and service ability.
