摘　　要：渔业船舶检验是一项专业性、技术性都很强的行政许可工作,是保证渔船具备水上航行和作业安全技术条件的首要环节。随着经济和科学技术的不断发展,近几年,我国渔业船舶检验工作也逐步暴露出一些问题,主要表现为渔业船舶检验局现有业务繁杂、工作量大、专业性强和验船师职责定位不清等。本文依据新公共管理理论并结合国家简政放权的号召,主张渔业船舶检验局应回归技术监督岗位,当好渔船安全的"守护神",而不该由渔业船舶检验局来操作的质量管理工作应归还各方,建立第三方检验机构,实现"检"和"监"分离。除此之外,还应完善法律法规标准体系以及建立人才管理机制,以期为渔业船舶检验局的改革提供参考和借鉴。Fishing vessel inspection is a professional and technical part of administrative licensing. It is the most important section to ensure the technical conditions of the fishing vessel with water navigation and operation safety. With the constant development of economy,science and technology,some problems caused by the fishing vessel inspection gradually show up. They are mainly reflected in existing complex business,heavy workload,highly professional occupation,unclear responsibilities for marine surveyor and inadequate technology supporting system etc. According to the new public management theory and the call of the national decentralization,this paper claims that the fishing vessel inspection bureau should return to the technical supervision position and be treated as the safety of fishing vessels ＂ Patron God＂. It should abandon thoroughly what they should give up and return the quality control job not in charge of fishing vessel inspection authorities back to each side. The third party inspection agency should be established to achieve the separation of ＂ inspection＂ and ＂ supervision ＂. In addition,we should also improve the standard system of laws and regulations as well as establish the talent management mechanism. It will provide reference for the reform of the fishing vessel inspection bureau.
