“老虎”腐败对我国政治生态的危害及对策——基于153个案例的分析

摘　　要：党的十八大以来,我国大批"老虎"即省部级及军级以上的高官落马。"老虎"的腐败行为具有如下特点:数量大,范围广,级别高,正职占有相当大的比例,潜伏期长,官商勾结成为腐败的主要形式,涉案金额大,"圈子文化"盛行。"老虎"腐败对我国的政治生态造成的危害极大:异化政社风气,异化用人制度,异化人际关系,虚化党纪国法,异化市场规则。要重构我国政治生态,必须做到以下几个方面:第一,要保持高压反腐态势;第二,注重事前预防,扎紧制度的笼子;第三,培养高层领导干部的廉政领导力;第四,鼓励民众参与政治生态的重构。After the Eighteenth National Congress of the Communist Party of China, a large number of ＂tigers＂, which refers to Chinese officials whose administrative ranking is above the provincial and ministerial level or corps, have been cracked down. These officials＇ corruption behavior is characterized with its large quantity, wide range, high level, a big proportion of the chief officials, a long corruption incubation period, collusion between the officials and businessmen, the tremendous amount of money involved in cases, and a prevalent ＂group culture＂. ＂Tiger＂ corruption behavior does great harm to China＇ s political ecology. It pollutes the political and social atmos- phere, undermines the personnel system, damages the interpersonal relationships, ignores the Party disciplines and state laws, and violates the market rules. In order to reconstruct the political ecology, this paper puts forward effec- tive ways and methods as follows： maintenance of the high-pressure anti-corruption measures, focus on pre-preven- tion and firm grasp of the system cage, training of officials＇ leadership of integrity and clean, and participation of the masses in reconstruction of political ecology.
