摘　　要：中国正处在文化产业的大发展和大繁荣的重要时期,但是中国文化产业的发展有一定的特殊性,它需要经历一个从文化事业管理体制到文化产业管理体制的转变过程即文化产业化的过程。该文主要分析了文化产业化进程中政府规制的变迁,并阐释了中国文化体制的渐进性特征及其原因,为我国文化产业发展的顶层设计提供一定的参考性建议。Chinese Cultural Industries are in the important period of a great development and great prosperity. But the development of Chinese Cultural Industries has a certain particularity. We need to experience a process from the non-market management system to the industry management system which we called industrialization. This paper mainly analyzes the changes of government regulation and rules in the process of cultural industrialization. The author also discusses the evolutionary features of the Chinese cultural management system and its causes. Finally, this paper presents some suggestions for the development of cultural industry in China.
