云南省基层医疗卫生机构现状分析

摘　　要：[目的]了解云南省2010-2015年基层医疗卫生机构数、卫生技术人员数、床位数、万元以上设备台数、诊疗人次及出院人数动态变化,发现存在的问题,为卫生行政部门制定相关制度提供依据。[方法]通过查阅2010-2015年云南省卫生统计资料,对基层医疗卫生机构的机构数、卫生技术人员数、床位数、万元以上设备台数、诊疗人次及出院人数进行数据分析。[结果]2010-2015年云南省基层医疗卫生机构数年均增长率0.30%,卫生技术人员数年均增长率5.34%,床位数年均增长率5.05%,万元以上设备台数年均增长率为9.93%,诊疗人次年均增长率3.05%,出院人数年均增长率1.96%;但是这六个指标占全省相应指标比例却逐年下降,年均增长率分别为-0.80%、-4.03%、-3.29%、-4.75%、-2.17%和-6.56%,均呈负增长状态。[结论]1云南省基层医疗卫生机构卫生资源配置现状不合理;2云南省基层医疗卫生机构医疗服务能力逐渐减弱。政府应积极推进基层医疗卫生机构的建设,优化卫生资源配置;加强健康教育,提高居民健康素养,合理引导居民就医理念;提高基层医疗卫生机构诊疗能力,更好推进分级诊疗。Objective To lean the changes of the number of institutions, health personnel, beds, equipment above 10000 yuan, the clinic visits and discharged patients of the primary medical and health care institutions in Yunnan province from 2010 to 2015, explore the problems, and so as to provide evidences for health administrative department formulating relevant system. Methods It analyzed the changes of the number of institutions, health personnel, beds, equipment above 10000 yuan, the clinic visits and discharged patients of the primary medical and health care institutions through looking up Yunnan health statistics data from 2010 to 2015. Results From 2010 to 2015, the average annual growth rate of the number of institutions was 0. 30% , the average annual growth rate of the number of health personnel was 5.34% , the average annual growth rate of the number of beds was 5.05% , the average annual growth rate of the number of equipment above 10000 yuan was 9.93%, the average annual growth rate of the clinic visits was 3.05%, the average annual growth rate of the number of discharged patients was 1.96%. But the corresponding proportion of the six indicators decreased gradually, the average annual growth rate of the six indicators was - 0. 80%, -4. 03%, -3.29%, -4.75%, -2. 17% and -6.56% respectively. Conclusions 1. The allocation of health resources of the primary medical and health care institutions is unreasonable in Yunnan province. 2. Medical service capabilities of health resources of the pri- mary medical and health care institutions gradually weakened. Government should actively promote construction of the primary medical and health care institutions, optimize allocation of health resources, strengthen health education, improve health literacy of residents, and guide people to seek medical treatment. Improve diagnosis and treatment capacity of primary medical and health care institutions. Promote conditions better for hierarchical diagnosis and treatment.
