摘　　要：精细化治理是我国社会治理创新的重要方向,与精准扶贫战略具有内在的契合性。作为新时期我国扶贫开发战略的重要调整,精准扶贫在政策落地的过程中遭遇诸多困境,如扶贫对象识别的困难、帮扶举措的遭冷遇、扶贫管理的粗放化、扶贫考核的形式化等。为此,需要把精细化的治理理念贯穿于精准扶贫的全过程,通过建立精细化的瞄准机制、开展精细化的致贫分析、进行精细化的制度设计等,既切实破解精准扶贫在实践中的困境,又推动基层治理向精细化治理模式转型。Meticulous governance is the important direction of social governance innovation in our country,which has intrinsic agreement with the strategy of targeted poverty alleviation.As an important adjustment to China＇s poverty alleviation and development strategy in the new period,there are many practical difficulties in the progress of poverty alleviation,such as difficulty in identifying the targeted poor,inefficiency of the supporting measures,extensive management and so on.Therefore,it is necessary to introduce the concept of meticulous management into the process of targeted poverty alleviation.This paper believes,through the establishment of meticulous aiming mechanism and system,making fine analysis of the reasons of poverty and so on,not only the poverty alleviation dilemma in practice can be solved,but also the transition of the grassroots governance to the model of meticulous governance can be greatly promoted.
