石墨资源开发与区域经济、生态环境协调发展机制研究——以黑龙江省为例

摘　　要：针对黑龙江省石墨资源在开采方面存在的人力资源匮乏、深加工不足、政府调控方式不当和生态环境破坏严重等问题,提出运用政府"无形的手"进行宏观调控机制、完善生态环境治理机制、健全排污权交易制度、确立石墨合理定价机制的措施,以促进石墨资源在开发的过程中,既能兼顾地区经济长远发展与短期发展,又能兼顾经济发展与生态环境恢复。In view of the problems that lack of human resources, lack of deep processing, improper government regulation and ecological environment destruction during Graphite resources mining process in Heilongjiang province, this paper puts forward the measures that using the government＇s ＂invisible hand＂ to exercise macro-regulation mechanism, improving ecological environment governance mechanism, perfecting emissions trading system and establishing reasonable graphite pricing mechanism, so as to not only give attention to both long-term development and short-term development of regional economy,but also to economic development and ecological environment recovery in the process of graphite resources development.
