小布什政府时期美国对日政策探析

摘　　要：小布什上台后美国在新的背景下迅速调整对日政策。小布什政府在政治上大大提升了日本的国际地位。在军事上,利用日本的军事力量和战略地位,弥补美国力量的不足以实现其全球战略重点向亚洲转移的目标。在经济上,美国加深美日在自由贸易、环境和能源等领域的合作。由于受到集体自卫权和日本和平宪法第九条的限制,美日军事同盟的合作也会受到约束。美日实际不对等的关系以及日本对基地迁移问题上的不满等问题会影响到美日关系。美国对日政策明显具有制衡和遏制中国对付北朝鲜的意图。中国面临着摆脱美日联手对付中国的冷战残余思维的困境。美国对日政策给亚洲地区的和平与稳定产生负面的影响。美日互有战略需求,美日同盟还会长时期的存在。After George W.Bush took office, Bush expeditiously adjusted the United States policy toward Japan under new background. Bush greatly enhanced Japan＇s international status politically. Militarily, U.S.took advantage of Japan＇s military strength and strategic position and compensated its insufficient forces to achieve its goal of global strategic focus shift from Europe to Asia. On the economy, U.S. prompted Japan for financial reforms and deepened US-Japan cooperation in those areas such as,free trade, environment and energy etc. But as a result of collective self-defence and Japan Peace Constitution article the Ninth restrictions, US-Japan military alliance is also constrained.That there is no reciprocal relationship between America and exists Japan＇s discontentedness on the issue of military base migration affected their relationship.The Policy toward Japan clearly keep checks and balances and contain China and cope with North Korea. China faces to get rid of the plight of the remnants of the cold war thinking that US-Japan deal with China .The United States policy toward Japan caused negative influences on peace and stability in the Asian region. Because US and Japan have mutual strategic needs, the Alliance will exist for a long time.
