吉林省松花江流域水污染防治“十二五”时期建设成效及问题分析

摘　　要：松花江是吉林省的母亲河,吉林省重点城市、人口、支柱产业主要布局在这个流域,流域水质对全省经济社会的发展至关重要。十二五"期间松花江流域水污染防治工作成效显著,境内8个考核断面中有7个达到国家考核要求,但流域主要支流水环境质量差、水生态受损重、环境隐患多等问题依然突出。"十三五"时期是我国全面建成小康社会的最后五年,同时也是重点流域水环境保护适应新形势、实现与全面建成小康社会同步的关键五年。综合分析吉林省"十二五"松花江流域水污染防治建设成效及问题,以期提出更为科学有效的流域"十三五"治污思路。The Songhua River is the mother river of Jilin Province. The key cities, most population, and the main industries of Jilin Province are located in this area. Water quality of the Songhua River is very important to the economic and social development for the whole province. During the 12th Five Year Planning Period, the water pollution prevention and control work for Songhua River Basin has achieved remarkable results, 7 out of 8 examination sections have meet the national assessment requirements, but the water quality, water ecological damage, environmental risks and issues for the main branch are still outstanding. The 13th Five Year Period is the last five years for the completion of a comprehensive well-off society, is also the key five years for water environment protection of the key river basins, adapt to the new situation, implementation and completion of a comprehensive well-off society synchronization. Based on the analysis of the construction achievements and problems of the Songhua river basin of Jilin Province during the period of the 12th Five year, we put forward a more scientific and effective basin pollution control ideas for the coming 13th Five Year Planning.
