合作治理视阈下的农村治安保险制度优化研究

摘　　要：农村治安保险为地方政府加强农村公共风险管理提供了有效工具,但其在发展过程中依然面临许多问题。在多元治理主体并存的农村社会治理环境下,合作治理为农村治安保险制度优化提供了新的视角和路径。分析表明:政府应通过财税政策、保险监管供给侧改革、制度环境建设等方式来推动农村治安保险发展;保险公司应加强与村民、村委会、地方政府等利益相关者的协商合作,以更好地实现农村治安保险的制度优化。本文将农村治安保险制度建设与地方政府职能转变及社会治理创新有机结合,旨在探寻一种实现商业保险与社会治理良性互动和协同创新发展的可行路径。Rural public order insurance offers an effective tool for local government to strengthen rural public risk management, but many problems still exist in the process of its development. Under the circumstances of rural social governance with multiple governance subjects, collaborative governance can provide a new perspective and method for system optimization of rnral public order insurance. The analysis showed that local government should promote development of rural public order insurance through fiscal and taxation policies, reform of the supply front in insur- ance regulation, and construction of system environment. And insurance companies should strengthen cooperation with villagers, village committees,local governments and other stakeholders so as to better realize system optimization of rural public order insurance. The thesis organically combined system construction of rural public order insurance and functions transformation of local government and innovation of social governance, aiming at seeking a feasible path to realize positive interaction and collaborative and innovative development of commercial insurance and rural social governance.
