台湾地区辅助技术服务概况及对大陆地区发展的思考

摘　　要：台湾地区身心障碍者在就医、就业、就学、就养等方面与健全人处于平等地位,对身心障碍者的服务涉及各个领域。台湾地区辅助技术发展较早,文章从政策保障、资金支持、机构体系、人员管理、服务流程等多个方面介绍台湾地区的辅助技术对残疾人辅助器具适配的保障。根据台湾成熟经验,对大陆地区辅助技术的发展提出如下建议:将辅助技术发展纳入政策法规,并细化实施方案;尽快将辅助技术工程师列入职业序列以稳定服务队伍,辅助技术工程师培养纳入职业教育以提高服务质量;改变旧有服务模式,完善辅具适配服务流程,发展团队合作服务模式;将辅助技术服务与时代同步,拓展服务内容。Assistive technology in Taiwan has been developing for decades and many fields involve people with disabilities, who share equal status with healthy people in medical treatment, nursing, occupations, education, retirement, etc. This paper briefly introduced the assistive technology system in terms of policies and regulations, financial support, service agencies, technical personnel management, and services procedure. Suggestions about assistive technology in China's Mainland are given as follows： the construction of assistive technology should be mandatory and detailed into the policies and regulations; assistive technology engineers should be included in the professional series as soon as possible and relevant education should be merged into university or college; service process should be completed in fitting and team work model should be highly recommended than one-man work. Meanwhile, cutting-edge technology should be introduced in assistive technology to expand the service fields.
