滇桂黔石漠化片区农民专业合作社信贷融资约束分析及融资平台构建对策——基于广西片区调查数据

摘　　要：【目的】分析滇桂黔石漠化片区农民专业合作社信贷融资约束问题,旨在提高该区域农民专业合作社信贷可得水平。【方法】采用问卷调查法和重点访谈法,对广西石漠化片区农民专业合作社进行调查,统计分析其信贷可得性问题,提出构建滇桂黔石漠化片区农民专业合作社信贷融资平台的对策。【结果】资金约束和经营风险已成为当前滇桂黔石漠化片区农民专业合作社面临的最大的困难,该片区农民专业合作社资金需求量日益增加,贷款需求规模普遍较大,信贷融资是其最希望的融资来源,但资金可获得性较低,特别是信贷可获得性较低,多数农民专业合作社只能把内部融资作为最主要融资渠道,农民专业合作社发展正面临资金约束。【建议】通过完善财政配套投入政策及政策性农业保险制度,创新、完善农村信贷担保机制,建立农村信用评价体系与征信系统等措施,可提高滇桂黔石漠化片区农民专业合作社信贷可得性,缓解该区域融资约束等问题。Objective]Through analysis of financing constraints for specialized farmers cooperatives in Yunnan, Guangxi and Guizhou rocky desertification regions, the present study aimed to raise the level of credit availability for spe-cialized farmers cooperatives in the areas. [Method]This study took specialized farmers cooperatives in Guangxi rocky de-sertification regions as the target, used questionnaire survey method and key interview method to analyze the availability of credits in the regions. Based on the statistics, the study proposed to establish a credit financing platform for specialized farmers cooperatives in Yunnan , Guangxi and Guizhou rocky desertification regions . [Result]Funding constraints and operation risks became the largest difficulty faced by specialized farmers cooperatives in Yunnan and Guangxi and Guizhou rocky desertification regions currently. Financial demands of specialized farmers cooperatives in the region incresed and loan demand was huge in general. Credit financing was the most expected financing source, but the availability level was low, especially credit availability. Most specialized farmers cooperatives pursued internal financing as the main financing channel. The development of specialized farmers cooperatives faced financial constraints. [Suggestion]The following sug-gestions are proposed to solve financial constraints in the regions by raising the availability level of credit for specialized farmers cooperatives in Yunnan, Guangxi and Guizhou rocky desertification regions： improving finance-supporting policies and policy-related agricultural insurance system, innovating and optimizing rural credit guarantee mechanism, establishing rural credit evaluation system and credit information system.
