摘　　要：[目的/意义]对比2015版和2002版《普通高等学校图书馆规程》(简称《规程》),为高校图书馆员学习和运用新版《规程》提供参考。[方法/过程]将新、旧版《规程》中图书馆定位、职能、任务、管理体制、文献资源建设、工作人员和服务部分进行逐条对比,基于修改背景、时代特征以及图书馆改革发展困境等角度,从形式和内容两个方面对新旧版《规程》进行评述研究。[结果/结论]新版《规程》针对高校图书馆发展所面临的问题和挑战所作的系统性调整具有很强的现实性、指导性和可操作性。[Purpose/significance]The paper is to contrast 2015 version and 2002 version of Regulations of the Libraries of Ordi- nary Colleges and Universities （Regulations for Short）, to provide reference for university librarians to learn and use the Regulations. [Method/process]The paper contrasts the new and the old versions of Regulations item by item in parts of library orientation, func- tions, missions, management system, document resources construction, staff and service, and bases on modified background, era charac- teristics and library＇s reform and development predicaments, reviews and studies on the new and the old versions of Regulations from two aspects of form and content. [Resnit/conclusion]The new version of Regulations aims at the problems and challenges in the devel- opment of university library to make a systematic adjustment, which has a strong reality, guiding and operability.
