摘 要:客运车辆装备(动车组和客车)是铁路运输企业的重要资产,与固定设施相结合形成客货运输产品的有效供给。在国家铁路企业化运营和市场化改革大背景下,新增车辆装备投资效果对铁路资产保值增值意义重大。运用DEA网络模型评价装备新增运能的供给效率,结果显示动车组呈现先降低后恢复至技术前沿的趋势,铁路客车则呈现边际效益递减的明显趋势,这主要受到铁路内部生产组织效率及客运产品市场适应性等方面的影响。DEA网络模型能够有效反映装备投资运用效果和产出效果,对于提高装备投资决策的合理性具有重要的作用。Passenger trains (EMU included), as important assets for railway transport enterprise, form the effective supply of passenger and cargo transportation products together with the fixed facilities. Under the backdrop of enterprise-driven operation and market reform of the railway sector, the effect of the recent equipment investment is of great significance to railway asset value. This paper uses a DEA network model to evaluate the supply efficiency of the increased transport capacity. The results show that the EMU efficiency distribution decreases at first and then returns to the level of technological frontier, while the coach efficiency distribution presents the trend of diminishing marginal benefit. These results are mainly affected by the efficiency of internal railway organization and adaptability to the passenger transportat market. This method can effectively reflects the investment efficiency and output effect and it plays an important role in enhancing the decision rationality of equipment investment.
