摘　　要：美国马萨诸萨州图书馆理事会不仅具有健全的组织结构、完善的法律法规、详细的理事会职责和权利以及规范的理事会议,而且在统筹协调全州图书馆事务、制定行业标准、推动馆际合作上都发挥了积极的作用。论文以马萨诸塞州图书馆理事会制度为研究对象,通过研究其历史背景、组织结构、职责和权利以及理事会议,以期对我国地域性图书馆理事会的建立和运作产生一定的现实借鉴意义。Massachusetts Board of Library Commissioners not only has complete organizational structure, complete laws and regulations, detailed board missions and rights, as well as normative board meetings, but also plays a positive role in planning and coordination of Massachusetts library work, formulation of standards, and development of library cooperation. This paper lists Massachusetts Board of Library Commissioners as the object of study, and by exploring its historical background, organizational？structure, missions and rights, as well as board meetings, it offers a reference for the establishment and operation of regional library board in China.
