环境综合治理项目中移民可持续发展风险分析

摘　　要：现阶段,环境综合治理在城市发展过程中扮演着重要角色,在项目的进行过程中往往伴随着移民的征地拆迁与安置问题,移民的可持续发展面临着许多风险。借助世行贷款项目,通过持续的实际调研,以磐安环境综合治理项目为例,介绍了项目的建设主要内容及影响。主要从移民失去耕地、失业和社会结构被打破3个方面对移民的可持续发展风险识别进行阐述。最后用德尔菲法对移民的可持续发展风险等级进来了评估,结果为0.41,属于中等风险。At the present stage, the comprehensive management of environment plays an important role in the process of urban development,In the process of the project, often accompanied by the resettlement of land acquisition and resettlement issues, immigrants face many risks of sustainable development. With the aid of the world bank loan project, through the actual investigation and research, taking the Panan environmental comprehensive management project as an example, this paper introduces the main contents and influence of the project. We mainly from the immigrant loss of arable land,unemployment and social structure to be broken three aspects of the sustainable development of the risk identification of immigrants to explain. Finally, we use Delphy Fa to the sustainable development of the risk assessment of immigration, the result is 0. 41 , which is a medium risk.
