摘　　要：济南是中国共产党接管的关内第一个省会大城市,中国共产党从入城前准备、重视接收纪律、快速成立军管会、宣传动员、监管金融物价、恢复城市运转六个方面对接管工作进行了积极探索,实现了成功接管,不仅展现了中国共产党的执政能力与执政水平,树立了中国共产党的形象和威信,还提振了全党的信心。"济南经验"不仅为后续城市接管工作提供了可资借鉴的参考样本,还锻炼了一大批素质过硬的干部。济南的成功接管证明中国共产党实现了从农村到城市的历史性跨越,开启了社会主义现代化建设的序幕。Jinan was the first provincial capital city inside Shanhaiguan Pass taken over by the CPC. The CPC made active explorations and realised successful take-over from 6 aspects:make preparations before entering the city,attach importance on the discipline of take-over,quickly set up military control commission,propaganda and mobilization,regulate financial prices and restore the urban operation,all which not only showed the ruling ability and ruling level of the CPC and set up the image and prestige of the CPC,but also boosted the confidence of the Party. 'Jinan experience' not only provides the reference sample for subsequent work of taking-over the city,but also exercises a large number of excellent and qualified cadres. The successful take-over of Jinan proved that the CPC realized the historical leap from the rural to the urban and opened the prelude of socialist modernization construction.
