摘　　要：创新驱动发展战略对创新型城市建设具有重要指导意义。将创新驱动发展战略的内涵特征与创新型城市的功能特色相结合,从战略导向、核心内容、关键抓手3个方面构建了创新驱动发展城市建设路径理论框架,即依靠制度创新驱动福利发展、依靠科技创新驱动产业发展、依靠金融创新驱动贸易发展。进一步,应用理论框架重点评价了2006-2014年上海创新型城市建设中存在的问题,并从"上海的上海"、"中国的上海"、"世界的上海"3个视角提出了民生发展、创新引领、开放融合的对策建议。It is of great importance for Innovation Driven Development Strategy＇s guidance on the construction of innovative city.By combining the connotation and characteristics of Innovation Driven Development Strategy with the function and features of innovative city,this paper proposed a theoretical framework from three aspects of strategic orientation,core content and key focus.The three urban construction routes of innovation driven development,respectively,are named as welfare development drove by institution innovation,industry development drove by science and technology innovation,and trade development drove by financial innovation.Further,by applying the theoretical framework into Shanghai innovative city＇s construction from 2006 to 2014,three shortcomings were captured clearly,and this was followed by three countermeasures from the perspectives of ＂ Shanghai＇s Shanghai＂, ＂ China＇s Shanghai,＂ and ＂ The World＇s Shanghai＂.
