摘　　要：纽约大都市地区是美国最重要的社会经济区域之一。1920年代以来,纽约区域规划协会发表了三次区域规划,在区域发展方面发挥了重要作用。2013年面对区域转型,纽约区域规划协会启动第四次纽约大都市地区规划,提出了"经济机会、宜居性、可持续性、治理和财政"四方面议题。文章在现有材料基础上介绍第四次规划组织情况及主要内容;并从区域视野、问题演变、思想转变和规划目标对四次区域规划进行比较;最后总结了纽约大都市地区发展及规划的基本经验与启示。The New York Metropolitan Region is one of the most important social economic regions in the United States. Since the 1920s, New York Regional Plan Association（RPA） published three regional plans, which have played an important role in regional development. RPA launched the Forth Regional Plan in 2013, which will focus on the key issues of ＂economic opportunity, livability, sustainability, governance and fiscal health＂. This paper introduces the organization and its main contents according to the relevant materials, and compares the four plans from the regional perspective, evolution, ideological change and planning objectives. Finally, it summarizes the New York Metropolitan Region＇s development, generalizes its basic experience and revelation of regional plans.
